A member of my household has been working for the past 5 years in conjunction with ACS (admin. child. svs.) and a home-aid service agency who's clients are mainly young women who live in some of the worst neighborhoods in the South Bronx, people who are mostly living in public housing & subsidized section 8 apartments: you get the demographic of which I speak.
I can only say, and from (almost) first hand observation that Steve is pretty much spot-on regarding his remarks on the matter. Based on my personal observations; drug use, physical/sexual abuse of children, violence between adult members of household, criminal activity and level of incarceration, and such is the 'norm' within that given population/demographic.
Admittedly, I have seen 'some' evidence of such above mentioned behavior among my own friends, family and peer groups over my lifetime: but really, the difference is absolutly night & day.
This personal observation of mine, I know, hardly qualifies as a scientific survey but I respectfully say I think you are quite wrong in your above stated claim that "the incidences of all crimes are always approx the same".
