Interesting article, Ethan!  Especially the "cap on toll increase" part.

While I don't live in Indiana, most of my family does. Let me share some of my impressions: The governor doesn't seem to be doing this from free-market principles, but rather as a clever way of financing other state expenditures. Note that the proceeds of the sale won't be returned to the taxpayers... Rather, they will be used to fund an additional state-built toll road between Indianapolis and southern Indiana. (No wonder the principle opposition is based in South Bend! South Bend is a northern Indiana city which is next to I80/90. One might construe this as a transfer of money from northern Indiana to southern Indiana.)

It would be great if states got out of the business of building limited access roads. Maybe this deal would advance the notion of privately-run roads. But nobody is really stepping up to suggest that, and with the regulations that are going to be imposed on the private company, I fear that it will probably not work out well. If it fails, then maybe "the free market" will be scapegoat.

I'm the first qualified answerer here.  Personally I have mixed feelings. It would be nice to see what semi-privatized roads can be like around here. But I don't trust Daniels further than I can throw him.
