Core - Those parts of the world that are actively integrating their national economies into a global economy, and that adhere to globalization?s emerging security rule set. The Functioning Core at present consists of North America, Europe, Russia, Japan, China (although the interior is less so), India (in a pockmarked sense), Australia and New Zealand, South Africa, and the ABCs of South America - Argentina, Brazil, and Chile. That is roughly four billion out of a global population of six billion. The Functioning Core can be subdivided into:
Old Core, anchored by America, Europe, and Japan
New Core, whose biggest states are Russia, India, and China.
 
Gap - Regions of the world that are largely disconnected from the global economy and the rule sets that define its stability. Today, the Non-Integrating Gap is made up of the Caribbean Rim, Africa, the Balkans, the Caucasus, Central Asia, the Middle East, Southwest Asia, and much of Southeast Asia. These regions constitute globalization?s ?ozone hole,? where connectivity remains thin or absent.
 
Further to disasters, I would say:
 
Old Core > New Core > Gap

UN head visits China quake zone

 

The United Nations Secretary General Ban Ki-Moon has arrived in the Chinese province devastated by the earthquake which killed more than 55,000 people.

 

Mr Ban visited Chengdu, in Sichuan province, on Saturday and was also due to visit towns nearer the epicentre of the 7.9 quake, state media reports.

 

More than 5.47 million people were left homeless by the 12 May disaster.

Mr Ban flew to China from Burma, where he urged its leaders to allow foreign aid workers to help cyclone victims.

Minister sets out for Burma talks

 

International Development Secretary Douglas Alexander is travelling to Burma for talks on how to get help to victims of Cyclone Nargis.

 

He will meet UN Secretary General Ban Ki-moon in Thailand ahead of Sunday's international conference in Rangoon.

 

International relief agencies have given a cautious welcome to the Burmese military government's announcement that all foreign aid workers will be let in.

 

About 78,000 people died and 56,000 are missing after the 2 May cyclone.

 

Relief work

Burma's regime has been condemned for preventing experts from getting into the country.

 

However, Mr Ban said Burma has agreed to let all foreign aid workers into the country for relief work in cyclone-hit areas, following talks with Burmese leader Gen Than Shwe.

 

Burma said it would allow the delivery of aid "via civilian ships and small boats".
