It's real rare -- perhaps unprecedented -- for a U.S. president to be so divisive as to portray individual (actually: "groups" of) American citizens as "enemies" of one another.

When the group he is talking to is explicitly addressed as "Latinos" then how do we interpret "enemies" - 'White people'?
