Yes - it holds to the good of the other person unless shown otherwise... its essence, as such, is the 'non-initiation of physical force' principle...

[but there a caveat - it is a defensive discipline, not a sport one]

I have been teaching Shotokan Karate for 30 years. I teach my students to execute a swift and powerful preemptive attack when confronted by a dangerous foe (or foes) whose violent intentions are clear. Are you listening, US foreign policy makers?

Yes, we learn in karate always to prevent the opponent the first opportunity to lay a hand on oneself, so every first move in a kata is always a defensive block followed by an offensive strike.
