Depending on how powerful the gang is, maybe just looking the guy in the eyes and saying "no" is good enough. Killing him might be a little excessive, but sure I guess I'd say that it would be within your rights if the guy is threatening your life. Given that it sounds like the police aren't going to help you out... if you shoot the guy, will the gang then go to arms and destroy the business and maybe kill the owners? Effectively, what you are dealing with is a small local government. Given such risk, it might be better to deal with the gang a different way, just like dealing with any evil government. - Band together other disgruntled neighbors and wipe them out. - If you can't get that many people to fight with you and take them on directly, do more "freedom fighter/terrorist" tacticts. Meaning, try to hurt them while not getting caught. - Maybe the above two options aren't really available right now due to the risks involved, and for now you'll just have to pay the taxes (protection racket confiscations)
