Not being a highly educated man I took a job with the public school district as a substitute custodian at an elementary school. As I was being shown my job duties of  the 40,000 square feet with 24 classrooms, 5 sets of restrooms, auditorium, gym, cafeteria, offices and teachers lounge, I questioned the condition of the building and the amount of square footage to be covered by just one custodian. I was told the urine and feces stains all over the bathroom floors would not come out, and that the vomit stains in the classrooms and hallways would not come out of the 47 year old carpets, that the food particles and black mold in the corners of the cafeteria were waxed under, and I only needed to sweep the gym once a week, and the asbestos ceiling that were falling down due to leaks on the roof are a maintenance concern. I went to work cleaning this slothful school and within a week was called on the carpet by the administration for getting the urine and feces stains out of one stall in one bathroom. I was proud to show the head of maintenance that this was not a stain on the linoleum but just waxed over urine and feces. The administration claimed I was jeopardizing the schools grants and year end bonus and to not clean that good, just wipe off the seats. This week the kindergarten class asbestos tile ceiling fell in on the children and I was sent into the basement to get more asbestos ceiling tiles to patch the problem. The teacher of that class of five year old kids said the district has gotten grants to fix her ceiling but spent it on something else. I asked the Principal of the school and he said the district gets grants every year to fix that ceiling and it is just like cleaning the toilets to good; we just throw a patch on it. I asked about the EPA school rule of using a certified asbestos professional when the asbestos has been disrupted in public schools and was told that is just for the appeasement of the public and never enforced. Not being highly educated with a Har*v*v*ard degree is this what the government does; the appeasement of the public, grants and year end bonus?

Patrick, you're so right. When I worked for the court system, once a year office managers were clued in about budget and department "inspections."  Deputies would make an absolute mess in the office and file rooms to give the impression that our department was in desperate need of more funding.  They'd rearrange furniture, pile files everywhere, cover they're desks with paperwork, and just make an unorganized mess everywhere.

Years later, and in a very different line of work, I wondered why I always suddenly got crazy busy in  November, December, and January.  The CFO of the company I work for now explained that those are the months that new company budgets are passed (big companies, like GM, Ford, etc.,) so department heads go nuts spending every dime left from the year before on promotional and advertising stuff.

The following contrast came to mind at my work.

I work at a medical testing site (I love my job, btw). My department will likely have an inspection tomorrow. Each time this happens, months are devoted to improving conditions (at least at management level). Tonight, as I left work, I walked the aisles a dozen times cleaning dusty corners, double checking documentation, etc. There are penalties and fines for missing criteria in these inspections.

My company is owned by the state university. The inspectors, I assume, answer to either a government department, or to a board that in turn answers to a government department.

The bizarre story Mr. Patrick Norton tells is tragic, but I figure there is probably some means of auditing schools that abuse funds like that.
