I am not sure where you saw "nbsp", but it doesn't make any sense to me either. I would ignore it. PNAC refers to the Project for a New American Century which is a neoconservative organization. would be an HTML code for a 'non-breaking space' - ie. one which a browser should not attempt to change the width of. Someone probably just was copy and pasting some HTML and got the raw code for that shown.
