Absolutely bizarre!  Throwing bricks off an overpass in the USA is clearly a case of assault with a deadly weapon - a felony, I believe, in all states.  You don't shut down the Interstate, you arrest the people throwing the bricks and charge them with all applicable criminal charges.

 

Here is what the law says in California:

 

California Penal Code - Section 245

(a) (1) Any person who commits an assault upon the person of another with a deadly weapon or instrument other than a firearm or by any means of force likely to produce great bodily injury shall be punished by imprisonment in the state prison for two, three, or four years, or in a county jail for not exceeding one year, or by a fine not exceeding ten thousand dollars ($10,000), or by both the fine and imprisonment.

The problem lies primarily with the people in charge.  The people who are supposed to lead at the local, state or federal level.  They drive the prosecutors, and for the federal level, they determine the rules of engagement.

 

I'm not really surprised at the screwed up rules of engagement (ROE), because our 'leaders' don't have clear cut goals for the military.  (Remember what Obama stated as his foriegn policy, "Don't do anything stupid." That's not workable as a direction to go, or value to attain.)  ROE are contingent upon what you are trying to do, and they are only focused on trying to get re-elected.  To them, the 'opposition' are not the terrorists, they are the GOP/Tea Party/Conservatives/Libertarians and any negative media sources.

This is what happens when ROE are established from the comfort and safety of Georgetown Bistros far from the pointy end of the bloody stick.

 

America's vaunted civilian authority over the military has got little positive to speak for it.   It is, as they say, a massive cluster fuck, managed by weasels.

 

Why do our best tolerate this weasel fest?

 

Loving your country is not the same as tolerating weasels.   One should not demand the other, and that is where this nation has been at for a few generations now.

Locally, some kid threw a chunk of ice off an overpass onto a highway; it caught a moving car, penetrated the windshield, and killed a man's wife sitting in the passenger seat sitting next to him, in front of his kids in the backseat, who watched their mother die instantly in front of them..

 

That was ice, not a brick.  

 

The ice wasn't thrown that hard, but the car was moving 60 mph.

 

It was a lethal action.

 

They are just throwing rocks?     What kind of special idiots make up these rules?

 

If I ever saw my kids throwing rocks off an overpass, I'd have shot the little fuckers in the head where they stood.    But they knew that in advance, and so, I never saw my kids throwing rocks off an overpass.

 

Who loves their kids more?  Me, or who-ever raised a kid who now has to live with what he did for the rest of his miserable worthless life, by now no doubt well into the bottle, or drugs, or whatever other means necessary to try and forget what he did to a woman?

 

The people making such rules are either complete idiots, or else they are out to destroy the nation.   There is no third possibility; these aren't just random differences of opinion.  

 

There is no ambiguity about 'throwing rocks onto others from above' or 'what is a rock?' or 'when is that a reasonable thing to do?' etc.    Never.   Under no circumstances.  Including a riot.   Especially during a riot.    If one is engaged in a riot, then one better understand that shit is going to go down.   There are no rules of proper etiquette in a riot.   A riot is not a civil act.   It is a fucking riot.  That is the point.   Participation in a riot is the declaration of exodus from civil action.    "Riot under the rules of riot?"  Nonsense.    When you choose 'riot' you give up the rules.   Shit will happen.   The Tribe will pick up the pieces afterwards and get back to the wings and football. won't skip a beat.    So riot with care.

 

Or, in a nation that brings out dumptrucks filled with nothing but Nerf to line the streets in response to a riot, get ready for constant rioting.    Did your washing machine shut off a rinse cycle shy of perfection?   Then why not riot?   It's fun; the tribe will bring the Nerf, and when the riot is over, will even fix the washing machine.

 

Didn't like that spanking you once got for misbehaving as a child?  Want to live in a world without spankings?    Screw your spanking as a child.  Grow up.    So much national policy seems to be driven by sick little fucks growing up and trying to get healthy on the rest of us by building a Nerf World that is inherently safe mostly for sick little fucks.

 

Especially for sick little fucks who throw shit off of overpasses.    We've gone way too far with this Make the World Safe for Sick Little Fucks Fuckitis.
