I just read the headline like a tabloid magazine. But I did hear a rumor somewhere that the case came up because the mother asked for state aide, and then the state asked who the father was and she gave the donor's name.  I guess it works in that state something like the mom would have received aide either way... but the state wanted to know the father because then they could collect from him.
