| | I am no fan of police brutality or secrecy in their public rounds, and have been falsely arrested, and was made sick to the stomach by the Rodney King videos. The cops killed at least a dozen innocent people through means that I would deem criminal in the last decade or so. But my understanding is that the higher-ups want this law so that they will be able to stop filming without having to be accused of "profiling" people. If it's illegal for everyone, then the "suspicious" characters will be easy to stop. Of course this is just laziness and ass-covering. The courts have overthrown any rules about underage "artists" carrying "graffiti tools" when those laws have been challenged. I expect any law outlawing filming to be severely challenged if not tossed out. You'd think there's an obvious difference between one filming one's family or filming actors and lone filmers casing sensitive areas. Even then, if there were a reasonable law restricting filming the foundations of bridges you can be sure some ACLU type organization would make a nuisance of themselves in the name of test cases anyway.
