I don't think the "masses" will be outraged - it is a small minority that will be outraged - the welfare recipients and others who feel militantly entitled, the militantly Christian, and the progressives. I think that they are a much smaller number than one would assume from how vocal they are (due to the MSM).
More and more we see the poll numbers telling us that the majority of the people are no longer buying the progressives' party line. Obama is in perpetual campaign mode, the MSM only presents his points, the intellectuals and academics cheer his messages, and only a portion of the political internet and Fox News are consistently giving the other side... yet the "masses" are taking positions contrary to Obama.
I think this is a milestone of sorts, this point where the MSM, the usual collection of intellectuals and talking-heads, and the majority of the politicians are not having the strong effect in shifting public opinion that they once did. We are seeing a weaning away which is leaving the dedicated ideologues, the angry haters, and the insistent welfare recipients standing exposed and everyone else either standing to the side or opposed to the direction that government is going.
