I've always thought that photography can, without Photoshop-like efforts, rise to the level of art. It is just much harder and likely to happen because the artists in other mediums have an easier time leaving out that which isn't essential to their theme and much more control over structuring the key elements of the piece. The photographer has to use high levels of skill to frame the photo and to use contrast and lighting to communicate a strong enough theme to get past any unessentials they were stuck with, and past a less than perfect structuring they couldn't avoid.
Selective recreation is in manipulating the camera, the perspective, the lighting, etc.
